This would be tough to accomplish and I believe would lead to more fatalities in the short term. However, by lowering the drinking age, the next generation who grew up with a lower age would be less likely to imbibe the way current young adults do.

In many other countries there are lower, if any, legal ages for drinking and no country has the issues with alcohol that the US currently does. If drinking is legal for 18 year olds, it will not be such a milestone when they turn 21.

IMO, no matter what, I believe if a soldier is willing to fight for his country, he should be able to have a beer when he's done. Even if the drinking age is not lowered for all youth, I wish they would allow the military to lower it's age limit on base. http://usmilitary.about.com/od/justicelawlegislation/a/drinkingage.htm

It;s 19 here, 18 in quebec, and I think we have all the same issues as everywhere else.  I also think by having it at 21 more kids are sneaking off, binging, etc.  Plus, 21 is OLD.  You can drive, vote, get MARRIED, go to war, and do all the adult things...why not have a drink?

Sending a 19 yo off to University, away from Mommy...he's going to drink, party, etc and not learn how to be responsible with it from parental influence.

In Europe it's lower than 21, but kids generally see their parents drink moderately and probably take their first sips within a family context - a birthday dinner, a summer lunch with family and friends, etc.

What about teaching kids the philosophy, the pleasures and the dangers of alcohol drinking when they are in their teens and before they go away from home? What about teaching them moderation before they binge?

ITA. That is what I grew up with, so it was never a big deal.
