I probably have a more comprehensive answer than a simple yes or not. Here is what I think:

 

-AFFORDABLE health insurance should exist for working families

-EACH state should have a basic state plan where the premiums range from free to $120 a month depending on household income.

-The issue or pre-existing conditions and rating fat people so high they can't get covered should be made illegal.

 

-THEN, with all of this in place, no health coverage should not be mandatory BUT if one opts not to be covered when states have made it available and affordable, then when an uninsured person gets ill doctors, hospitals, etc should be able to deny them care w/o guilt.
