Can't get copy of credit report

I just tried to get a copy of my credit report from annualcreditreport.com but it wouldn't let me have it. I got a message instead that said "Internet Delivery Unavailable-Mail in Request". It told me to print out a form and send a copy of my SS card, Pay Stub with SS, and W2 form for Identity and a copy of my Driver's license, Rental or lease agreement/house deed, pay stub with address, utility bill. What is going on? I am disabled so I don't have pay stubs. I live with family so no lease or house deed, or utilities in my name.

It said this may be due to a Security Freeze on my credit file, an Active Duty Military, or Fraud Alert. I never go anywhere, I live in a rural area, the only trouble I have been in was for DUI which I did my punishment for and paid the fines. Could that be it?

I have been working hard to get my finances and life straightened out after a long haul of dealing with a long list of medical problems caused by a wreckless driver and then my own stupidity with the drinking to escape it all. Now this.

Has anyone else had this happen?

I looked at the website and it does offer the option to request by phone or in writing.  Here is the exact text from the website: 

"Fight identity theft by monitoring and reviewing your credit report. You may request your free credit report online, request your report by phone or request your report through the mail. Free credit reports requested online are viewable immediately upon authentication of identity. Free credit reports requested by phone or mail will be processed within 15 days of receiving your request."

Maybe it would be better to submit your request in that fashion?  What you have been through sounds utterly frustrating.
