Autism Spectrum Disorders

Hi,  I have a 3 yrs old DS and a 9 months old DD. Both are on track development-wise and all, but I am here for a friend. His daughter is about 2 1/2 yrs old and seems quite behind. She isn't talking AT ALL, and doens't follow instructions most of the time.

Her hearing seems fine, and he's worried she might be autistic. We are in Pakistan and so far nobody's been able to diagnose her.. there's no proper evaluation system ....

How do you know if a child is autistic.. and I am not sure what we can do here for an autistic child in Pakistan.

Any ideas, suggestions would be appreciated.
