At 3yo, your DD is way too young to be in a belt positioning booster. She really would be so much safer harnessed. The vast vast vast majority of 3yos are not mature enough to sit properly all the time, every time with a belt positioning booster. Also, even if she seems like a big kid, remember that size doesn't exactly correlate with physical maturity. In another 2-3 years, her body will just be more structurally sound and able to handle the forces of a crash better with just a seatbelt. Really you want to keep kids harnessed until closer to 6 years old (or longer if you can).
At 39 lbs, she theoretically could still be RF. There are some seats that will RF to 40 lbs, but gaining 1 lb extra may not be worth it. Sunshine Kids just came out with a new version of the Radian that will RF to 45 lbs, so if you wanted to turn her back RF that would be the best choice. It has a tall shell, so would harness her until she was really ready for a booster (and pass the Radian to your younger one then). Or, you could get a Radian and keep her FF and in that seat until she's ready for a booster. The First Year's TrueFit also has a tall shell, so might work to keep her until booster age.
Or, you could go with a higher weight limit harnessed seat that converts. The Graco Nautilus would harness her to 65 lbs, then convert to a high back then no back booster. It would be the last seat you'd need to buy for her. A Britax Frontier would harness to 80 lbs, then convert to a high back booster. Another option would be the Safety 1st Apex, but it requires the vehicle have headrests and does not make as good a booster.
