I would think that anything that would make her life easier and more complete would be terrific. I remember when I moved out, I was lacking less essential "specialty" items. I didn't have a good can opener, ice cream scoop, good rubber spatuals, a nice frying pan. I also didn't have a vacuum cleaner (I borrowed one from the neighbor!) I loved it when I got bath towels and that kind of thing, too. I loved getting gifts of higher quality things that I really couldn't afford on my own. Actually, I still prefer that. I hated it when my xh shopped for Christmas for me at the dollar store. Sure, he got lots of stuff, but most of it was lousy quality and ended up being thrown away. I'd rather have a few very nice things than a bunch of junk. Maybe that's just me.
On another line of thinking, you could send gift cards to stores you know she loves, or for them to eat out, or maybe to a florist, so he can remember to send her flowers! You might give them tickets to some show they would like, or an educational relationship series (give them the gift of a strong relationship!)
Maybe you can tell us more about them, what they like, why they moved out of state, what their situation is a little bit. That always helps generate gift ideas.
