This ruling will affect more than those educating their children at home, as it insists that those teaching have a current CA teaching credential. I know that many of the teachers in both the private school my middle son attended at one point and the public schools that educated my older two employ individuals without current teaching credentials. In the case of the public school, they may be working toward them, but do not currently hold them.
As far as I'm concerned, I'm in compliance with CA education code. My sons attend the brick and mortar school in which they are enrolled. The fact that they also live here is not an issue. I am capable of teaching, as the education code demands. I keep their immunizations, birth certificates, daily attendance and course of studies in a folder as required of any private school.
I feel grateful that the HSC, CHN, and CHEA are working together to guarantee the rights of all Californians to educate their children.
