You have 2 problems here. First you have a "teacher" who is abusing children and then you have the supervisor of said "teacher" who is refusing to do anything to prevent children from being abused by this woman.
The law is a strange thing when it comes to teachers abusing children. The law (Federal) says that investigations of abuse by teachers *must* be done by police which means that calling social services or protective services is absolutely useless because they *can't* investigate and they *won't* refer the call to the police OR inform the parents that the appropiate thing to do is to call the police.
My advice, for what it's worth, is 3 part... First IF you choose to leave your children in this daycare pay special attention to any marks, bruises, tenderness, etc... that might indicate that this woman HAS harmed your child and if you find ANY at all call the nearest State Police office and file a complaint. Secondly, Make the director *aware* that IF this woman harms your, or any other, child in the classroom you WILL be calling the State Police AND that you will be encouraging *every other parent* who has a child in her classroom to do the SAME thing. Lastly, I would send a certified letter to the licensing agencys main office (wherever your state capitol is) detailing the KNOWN abuses of this person. The reason for doing this last step is so that you have *documentation* that you have attempted to resolve this matter and that the agency is *failing* to protect children.
For what it's worth...*I* would pull my child and inform the director that the reason that I was pulling my child from the daycare in question.
