I haven't read the other responses yet, only your post.....BUT the exact same thing has happened with our son and they pulled the extra foreskin back at around the age of 2 years in the office, no meds.......it was quite traumatic.
My son is now 10 and the problem still exists. We just had a problem today with his testicles retracting back into the inguinal canal and ended up in the emergency room for a precautionary ultrasound to check them out once my son forced them back into the scrotum. We go for a recheck with his regular doctor this week. My husband and I have often discussed having him looked at because of the problem with his "hidden penis"...... The Grandma's both think it looks like an uncircumcised penis; that there is still too much skin left.
I will be taking the opportunity to ask questions when we go back in. He may have to have the surgery in regards to his retracting testicles, so if we are doing that if there is a solution for the hidden penis, we will be solving that problem at the same time! I have worried so much about this problem and at 10 years of age it doesn't seem to be going away.....I really worry about those teenage years and self esteem in the years ahead.
If we find out anything at the doctors appointment I will share it with you. I don't think that either of our sons is going to grow out of this....I believe it is a poor circumcision.
