Yes, I think she should refund the shipping ( I would.) However, I would have offered a guaranteed shipping service (UPS, etc.) if you then chose the priority (which is not guaranteed) then it would be different. Even so, I probably would still do that part of the refund.
I would ask for the proof of shipping to be sure they were sent. I have bought tons of stuff on etsy (which is what I do with the money I make when I sell shoes on etsy!) And there have been the occasional few that totally mislead you about shipping. Say they shipped it one day, and didn't. They don't realize that when you finally get the package it is postmarked!
All that said, I think that because you paid extra she should refund the extra paid. Hopefully she will have a change of heart.
