I'm not sure how it works in the US, but here we don't get to vote on every law that's passed.
If we did, black people would probably still be slaves, women definitely wouldn't have the vote and there's a fair chance that children would still be sent down mines. All those things had to be changed by law first, because the majorities of the time would not have voted for them.

Why should it be presented for a vote?

Again I'm not sure of the exact details, but if abortion was made legal having previously been illegal, chances are somebody said something in order to bring that change about.
