Positive behavioral support

Election Day was professional development day in my district. We had a presenter do a thing on positive behavioral support. Have you guys heard of this? I don't think it went over too well. A lot of teachers were feeling like everything is on the teacher and we don't require kids to take responsibility for their actions any more. One of the things she advocated for was rewarding "bad" kids when they behave better. A lot of teachers said well, what about the good kids who never give you problems, why don't they get a reward?
Another thing she got a hard time on was diffusing a difficult, combative student by having a stock answer that you just keep repeating. An example she gave was saying "probably so" So if a kid says "this assignment is BS. It's stupid." you're supposed to say probably so?!! She had two teacher role play and it seemed really dumb plus she told us never to use sarcasm and how can that come across as anything but sarcastic? Some of the things she said were ok but, overall, I don't thing my colleagues were converted.

I've never had a workshop by that specific name. I have heard of those suggestions as possibilities among other management or control options. There's no way I think using those would work for most kids in most situations. I have done the repetition, but not with any form of agreement. If they said an assignment sucked I might say something like how or why with each outburst. I wanted them to explain their complaints, think a little, and back up their words.

I've also used praise when I noticed a normally disruptive stuident behaving in a positive way,  or used goal setting and let them earn a reward, but I can't remember offering a reward that all students couldn't earn in some way.

It sound like this was a waste. At the least the presenter doesn't seem to know enough about the topic to sell it correctly or effectively. Another one of those magic bullets that missed the mark. When will administrators learn to do the research before they waste the time and money?
