my dog is never going to be housebroken ... she's almost 9 months old and not even close...and i've been SO diligent about it

i'm ready to give up, throw in the towel, deal with my daughter's broken heart and get rid of her

I know it can be so frustrating when you put in all the work only to get stuck at square one every time. It looks like you have a mini schnauzer. I had one years ago. Great breed. Loyal, wonderful and patient with the kiddies. And they are stellar watch dogs.
Little dogs are NOTORIOUSLY SLOW when it comes to house training. Some will never be 100% either. Their have small bladders and many are excited pee-ers. At 9 months she should have at least 75-90% success in her bladder control. Also, with pure bred dogs, you have to realize that the chance of in-breeding, especially in America's greedy puppy mill era, you might have some issues with her "breeder" not breeding quality dogs. She might have a genetic problem with her bladder. Perhaps the muscles to hold in the urine aren't strong. Was she spayed? Spaying can wreak havoc on a female dog's bladder muscles. You can't exactly tell a dog to do her Kegals...LOL
She could also have a bladder or urinary tract infection. A dog at 9 months should be mostly successful with their potty time. Perhaps grab a sample of her morning urine and have the vet run some tests on it. You never know. It might be medical. This is ALWAYS the first place to start before assuming its behavioral.
