My vote is for shot in the act..
I have nothing against horses being used for meat. It's a common practice in other places in the world. But raising them for meat is completely different than stealing someones horse and butchering it for meat. THat is just sick and wrong.
Hopefully more people start coming forward about losing their horses this way and eventually an end can be put to it.
