You keep saying the word "serious" and I'm not sure what you mean. Serious to me means you want to get married someday. If you're talking about being exclusive, which makes sense here, then you need to be the one to step up and ask for what you want without waiting for the man to do it.
It sounds to me as though you like Neal better than James - at least, at this point. But it's very likely that James is a better prospect for you because he is up front with his feelings. Why not say to Neal, "I really like you and I've been thinking about you a lot. I'm willing to stop seeing anyone else to see where this goes between you and I. Does that work with you?"

Your right I meant exclusive, excuse my used of word. Thank you, I think I'm going to talk to Neal soon. Somehow, my friends told me that James was a better choice, but it's with the heart or the mind? I do like Neal more at this moment, but James is more attentive and up front.

That could also be because you've spent more time developing a chemistry with Neal that you may not have yet with James.
