It depends on how you define "public".  If being with friends at a party counts I've had sex with a bunch watching and cheering us on.  Me and my guy were messing around, kissing and making out in the backyard lying on this big trampoline.  There were people all over the place, including on the deck right above the trampoline.  Not exaclty sure how one thing led to another but soon we were both naked---at least from the waist down---and having sex.  I was a little drunk so more daring and didn't care who saw or heard (I was pretty loud that night)---either my friends, their freinds or even the neigbhors who probably could have seen.  It was fun...
