I have been thinking of getting a neck tattoo soon.  I like the neck, but I am not a big fan of the lady biceps tats.  too masculine for me :)

A lot of time, it also depends on what you get, not where!  I have a friend with a tat on her foot and it is soooo delicate and pretty.  I never would have thought I would have liked it so much.
